Stricken liner being towed through pirate zone

NAIROBI, Kenya?? A French fishing vessel on Tuesday began towing an Italian cruise ship drifting powerless in the Indian Ocean to a nearby Seychelles island, but was not expected to reach the tiny resort island until Thursday, according to company officials.

A spokesman for Costa Crociere, the cruise company, told NBC News' Claudio Lavanga that the stricken liner carrying more than 1,000 passengers and crew members would arrive at the Seychelles' main island Mahe on Thursday.

The Costa Allegra lost power Monday after a fire in its generator room only six weeks after one of its sister ships, the Costa Concordia, hit a reef and capsized off Italy. No one was injured in the fire Monday, but the blaze set the cruise-liner adrift at sea in a region where Somali pirates prey on ships.

Company officials had previously said that they were making arrangements to evacuate people to the island of Desroches later on Tuesday and then take the passengers and crew to the main Seychelles island by plane and fast boats.

Company officials told Lavanga that the port at Desroches, a small, exclusive coral-lined island that has seen such visitors as Prince William and Kate Middletown before the two married, does not fit the safety criteria for a ship of that size.

The company said it was keeping passengers as comfortable as possible.

"Helicopters will ensure continuous supply of food, comfort items, flashlights in order to mitigate guests' discomfort given the difficult conditions on board," Costa said in a statement.

Two boats towing the Costa Allegra back to the Seychelles' main port ? Port Victoria ? were under escort by the coast guard and military.

Photos released by the Seychelles on Tuesday showed hundreds of people milling outside on the decks of the Costa Allegra. Taken by an Indian navy plane, the photos showed calm seas and an upright ship.

The Costa Allegra has 636 passengers and 413 crew members on board. The fire knocked out power to the ship's engines as well as to its lights and air conditioning.

The power burnout came six weeks after the Costa Concordia capsized, killing 25 people and leaving seven missing and presumed dead. Both ships are operated by Costa Crociere SpA, which is owned by the Florida-based Carnival Corp.

However, company officials rushed to play down concerns.

The Costa Allegra is adrift "and being pushed by the current. It is stable and upright," Giorgio Moretti, the director of nautical operations for Costa Crociere SpA, told reporters in a conference call late Monday from company headquarters in Genoa, Italy.

"It's a big ship and to tow it, to move it across the waters, is a heavy task," said Seychelles presidential spokeswoman Srdjana Janosevic. She said that everything is calm on board the cruise ship and that no one is hurt.

Italian Coast Guard officials said emergency generators were keeping the ship's control room illuminated and communications equipment such as radios running. Officials said the cruise liner was holding steady, despite 5-foot waves in the area and passengers were being kept in the ship's big communal rooms, not in their cabins.

Moretti, a longtime Costa captain, said he expected the 636 passengers aboard would spend the night on outside decks. Among them were 212 Italian, 31 British and eight U.S. passengers, he said. Four of the passengers were children ages 3 or younger.

The Allegra, whose Italian name means "merry," or "happy," had left northern Madagascar, off Africa's southeast coast, on Saturday and was cruising toward Port Victoria when the fire erupted. Costa said the Allegra had been due in Port Victoria on Tuesday.

The general region where the cruise ship was adrift ? off the coast of Tanzania ? has seen a rash of attacks by Somali pirates. In 2009, an Italian cruise ship with 1,500 people aboard fended off a pirate attack in the Indian Ocean far off the coast of Somalia.

Moretti said an armed nine-member Italian military team on anti-pirate duty was aboard the Allegra, but he insisted the maritime region where the ship was now "isn't a high risk area for pirates."

"If pirates attack, the armed guards on board will respond. But as far as I am aware, no pirates have been sighted in the area," said Janosevic.

Moretti said 15 Costa engineers, technicians and other officials were flying to Mahe in hope of reaching the Allegra by air to repair its generators.

THE EU is to investigate an ?alarming number? of shoddy and unregulated financial advisors? working in southern Spain.

The European Commission is to consider setting up an ombudsman to help expat victims reclaim against ?rogue? financial firms.

It comes after a local pressure group, that represents over 1,000 victims, sent a strong dossier of information to Brussels.

The Costa del Sol Action Group demanded action against the ?cowboy? advisors who, it claims, have lost their clients over 120 million euros.

?It is good news as something has to be done about this bunch of rogues,? group founder David Klein told the Olive Press.

?The current Spanish regulatory system is totally inadequate and ineffective,? he continued.

?Dealing with the authorities is a constant game of ping-pong.

?Anyone can come to Spain and be a financial advisor, they could have been selling fish before they came here for all anyone knows,? he added.

This situation could soon be coming to an end, after the Commission confirmed it was to begin ?a preliminary investigation of the problem.?

It has asked for more information and the action group has called on all victims to write to the European Parliament outlining their experience.

?This problem is causing untold stress and heartache in the expatriate community and it cannot be allowed to continue,? explained Klein.

The European Commission is to study how investors would be able to make an official complaint against so-called IFA, or Independent Financial Advisors.

At present, there is no effective means for victims to make a complaint against product providers who work with unregistered IFAs.

The group also slammed the willingness of the local media to accept adverts from unregulated financial firms in a bid to maximise advertising revenue.

In particular it mentioned a company Offshore Investment Brokers in Estepona, which it claims is ?not regulated or registered?.

It insisted the company was able to trade ?collecting unsuspecting clients who are soon relieved of their money?. It gave two case studies (see one below).

The Olive Press has long been careful not to take advertising from such firms, and insists on advertisers providing a full business address, registration numbers and contact details.

?We try really hard to only work with genuine businesses and would really welcome the introduction of an ombudsman,? said publisher Jon Clarke.

?We fully support the efforts of the Costa del Sol Action Group as there are too many grey areas and not enough regulation.?

Under current legislation, UK-based IFAs can apply for a ?passport? from the Financial Services Authority (FSA) to operate in EEA countries, including Spain.

However, this is only an indication that the firm is operating to FSA standards and does not mean that the firm is regulated, with complaints being the responsibility of the Spanish regulator.

This has led to some IFAs abusing the passporting scheme by misleading investors into believing that they are FSA regulated.

One financial advisor, Richard Alexander, told the Olive Press he was pleased with the moves.

?I have seen too many sad stories of people being turned over, badly advised or grossly over-charged.

While private enterprises may be more focused on reducing their energy costs than increasing energy security, the US military is pursuing microgrid deployments for both reasons.? Any disruptions to the national and regional electric grids would have negative impacts on their readiness. ?Building microgrids gives them assurance that they can continue operations despite outages in utility power grids. ?The military services also recognize that shifting energy sources to domestic renewables will reduce our overall reliance on fossil energy sources to create electricity or transport fuels, and thus increase our energy security.?

There are two big challenges that can slow the speed at which these innovations can be deployed in the USA.? The second challenge is whether the US political party that is wrapped around the fossil fuel lobby?s axle will realize that an American energy policy that improves our energy and economic security should override their agenda, which appears to be ?the only good energy policy is a broken energy policy?.? Russian search engine Yandex teams up with Twitter

MOSCOW (AP) ? Russia's top search engine Yandex said Tuesday it has teamed up with Twitter to allow the Russian firm to show the full feed of all public Twitter posts.

The deal will give it full access to all tweets except for private ones, New York-listed Yandex said in a statement.

It will also allow the Moscow-based company "to improve the quality of the search," and users will be able to find tweets "just moments after they have appeared," said Anton Pavlov, Yandex's blog search manager.

Twitter posts will appear both in a blog search and on a separate website, twitter.yandex.ru.

Terms of the deal were not disclosed.

Yandex's Twitter deal highlights the increasing importance of microblogging as a source of information.

Yandex is Russia's largest search engine, occupying some 63 percent of the market. Google trails behind with a 23-percent share.

Google and Twitter last year failed to renew a deal for the search giant to include Twitter results in its feed.

Cellular aging increases risk of heart attack and early death

ScienceDaily (Feb. 16, 2012) ? Every cell in the body has chromosomes with so-called telomeres, which are shortened over time and also through lifestyle choices such as smoking and obesity. Researchers have long speculated that the shortening of telomeres increases the risk of heart attack and early death. Now a large-scale population study in Denmark involving nearly 20,000 people shows that there is in fact a direct link, and has also given physicians a future way to test the actual cellular health of a person.

In an ongoing study of almost 20,000 Danes, a team of researchers from the University of Copenhagen have isolated each individual's DNA to analyse their specific telomere length -- a measurement of cellular aging.

"The risk of heart attack or early death is present whether your telomeres are shortened due to lifestyle or due to high age," says Clinical Professor of Genetic Epidemiology Borge Nordestgaard from the Faculty of Health and Medical Sciences at the University of Copenhagen. Professor Nordestgaard is also a chief physician at Copenhagen University Hospital, where he and colleagues conduct large scale studies of groups of tens of thousands of Danes over several decades.

Lifestyle can affect cellular aging

The recent "Copenhagen General Population Study" involved almost 20,000 people, some of which were followed during almost 19 years, and the conclusion was clear: If the telomere length was short, the risk of heart attack and early death was increased by 50 and 25 per cent, respectively.

"That smoking and obesity increases the risk of heart disease has been known for a while. We have now shown, as has been speculated, that the increased risk is directly related to the shortening of the protective telomeres -- so you can say that smoking and obesity ages the body on a cellular level, just as surely as the passing of time," says Borge Nordestgaard.

One in four Danes has short telomeres

The study also revealed that one in four Danes has telomeres with such short length that not only will they statistically die before their time, but their risk of heart attack is also increased by almost 50 per cent.

"Future studies will have to reveal the actual molecular mechanism by which the short telomere length causes heart attacks," says Borge Nordestgaard, and asks, "Does one cause the other or is the telomere length and the coronary event both indicative of a third -- yet unknown -- mechanism?"

Another possible prospect of the study is that general practitioners could conduct simple blood tests to reveal a person's telomere length and thereby the cellular wear and age.

Dietary Help Can Boost Cancer Patients' Nutrition, But Not Survival (HealthDay)

WEDNESDAY, Feb. 15 (HealthDay News) -- Good dietary advice and supplements can boost nutrition while improving quality of life in malnourished cancer patients, a new study finds.

However, the interventions do not appear to affect survival for these patients, according to the findings published in the Feb. 15 issue of the Journal of the National Cancer Institute.

For the study, Christine Baldwin, a lecturer in the nutritional sciences division at King's College London, and colleagues analyzed data from 13 clinical trials that included a total of more than 1,400 cancer patients who were malnourished or at risk of malnutrition. Some of the patients received oral nutritional support (dietary advice and/or supplements) while others received routine care.

Oral nutritional support had a wide range of effects on both weight and energy intake, and led to improvements in aspects of quality of life, such as emotional functioning, shortness of breath and loss of appetite. However, this type of intervention had no effect on patient death rates, the study authors noted in a journal news release.

The level of benefit varied between patients, and the authors concluded that "it is likely that the factors such as site and stage of disease and, indeed, variations in the duration, nature and intensity of the nutritional intervention will account for difference in effects in patients."

International guidelines have suggested oral nutritional intervention for malnourished cancer patients or those who are at nutritional risk, but these suggestions are based largely on expert opinion as opposed to clinical trials, according to background information in the study.

Commenting in an editorial accompanying the study, Ann O'Mara and Diane St. Germain of the U.S. National Cancer Institute wrote that "until future research provides clearer answers regarding who will benefit from nutritional interventions, the use of a comprehensive assessment, published nutritional guidelines and early interventions are essential."

TORONTO?? In another blow for beleaguered BlackBerry maker Research In Motion, the U.S. federal government's main procurement agency is issuing iPhones and Android-based devices to some of its 17,000 workers.

While the General Services Administration does not impose its purchasing decisions on other parts of the government, the terms and conditions it negotiates can be used as a blueprint for other agencies.

"We actively seek to be progressive in our adoption of new technologies so that we can learn the lessons which will inform our client and customer agencies as they seek to go down a similar path," the GSA's chief information officer, Casey Coleman, told Reuters in a phone interview on Tuesday.

Once Washington's only option for secure mobile communication, RIM has struggled to offset a rising tide of companies allowing their workers to use their own devices for work or supplying them with rival devices, which have made strides towards matching the BlackBerry's famed security.

The GSA ? which manages $500 billion of government assets including telecom, information technology and real estate ? is also testing the use of employees' personal smartphones and tablets on their secure networks, a popular move for corporations looking to cut costs.

Coleman said that BlackBerry remains by far the most used smartphone at GSA, with devices from Apple and those using Google's Android software accounting for less than 5 percent of the agency's fleet, which covers the majority of GSA employees.

The personal smartphone pilot is to supplement rather than replace government-issued devices, she said, and the GSA has no plans to abandon RIM servers, which manage secure BlackBerry traffic.

RIM charges a fee for use of its servers and data centers, which compress and encrypt email and other sensitive data.

The GSA's move is just the latest hurdle to face Waterloo, Ontario-based RIM.

Another U.S. agency, the National Oceanic and Atmospheric Administration (NOAA), said last week it would ditch the servers that run its BlackBerrys by June as it trimmed costs.

Oilfield services company Halliburton plans to switch 4,500 BlackBerry-toting employees to iPhones, saying it's is better suited to its needs. Several banks have also welcomed BlackBerry rivals.

The NOAA move was made possible after it switched its desktop-based software to Google Apps for Government.

Coleman said the GSA moved to Google Apps in June, cutting its costs in half compared with its legacy desktop software.

The GSA plans to offer a service so other agencies can quickly order Web-based email, she said.

"This is an area that is changing and evolving rapidly and as the market changes we will continue to seek to provide our employees with the best devices for them to do their best work."

Elusive snow leopards seen thriving in Bhutan park (Reuters)

WASHINGTON (Reuters) ? The elusive, endangered snow leopard is apparently thriving in a park in Bhutan, as seen in camera trap images released on Tuesday by the government of Bhutan and World Wildlife Fund.

Over 10,000 pictures of the snow leopards were captured last October and November by four cameras placed in Wangchuck Centennial Park as part of a survey conducted by Bhutan and WWF.

Unaware of the camera, one animal walks up to the lens, while an adult female and a young snow leopard pace a few steps away. Another image shows an adult feline nearly invisible against a stony Himalayan background.

Most significantly, a video clip shows one adult leopard scent-marking its territory, a way to communicate with other snow leopards about gender and breeding status. It also can show there is a resident animal, not one that is just passing through.

That is important, because the snow leopard is threatened by retaliatory killings by herders, habitat lost to farmers and poaching for their spotted pelts. There are an estimated 4,500 to 7,500 in the wild.

The camera trap evidence shows core snow leopard habitat in Wangchuck Centennial Park, which functions as a corridor between Jigme Dorji National Park to the west and Bumdeling Wildlife Sanctuary in the east. The survey is meant to figure out how many snow leopards are in Wangchuck park and where they are, in order to target the best places for conservation.

Listed as endangered by the International Union for Conservation of Nature, snow leopard populations are suspected to have declined by at least 20 percent in the last 16 years due to habitat loss and the loss of prey.

Their habitat -- above the tree line but below the snow line -- is a narrow band that is expected to get narrower due to climate change, survey leader Rinjan Shrestha said in a telephone interview.

As trees are able to grow at higher altitudes, snow leopards may be pushed further uphill, but could be constrained by limited oxygen at high altitude.

Warming at high elevations in the Himalayas is occurring at three times the global average. If climate-warming greenhouse emissions continue at a low level, 10 percent of snow leopard habitat could be lost, WWF said.

Under a high emissions scenario, about 30 percent of habitat could be vulnerable, Shrestha said.

"Its habitat is relatively narrow in Bhutan compared to other parts of its terrain," Shrestha said from Toronto. "That's why I was not sure we could see many in Bhutan."

The cameras also showed a healthy population of blue sheep, the snow leopard's main prey.
